The amended penalties under Ordinance 52 of 1992 permit sentencing courts to impose materially higher sentences for simple possession under section 8(1)(a) and (2)(a); sentencing judges may and should take into account the quantity possessed and the latent risk of trafficking by addicts even where only possession is charged; guilty pleas merit discount; appellate courts will adjust consecutive sentences to achieve totality.
