The Town Planning Board acted within its statutory role in confining its consideration to planning merits under the TPO and URAO, took relevant considerations into account, did not act Wednesbury unreasonably, and the challenge to the legality of the development scheme under s25(3)(b) URAO either fails on the merits or is not a proper basis to vitiate the Board's decision; accordingly the judicial review is dismissed.
