Despite finding the Fund Board had delayed, the court exercised its discretion to allow joinder because (i) the Fund Board's expert report (Dr Goh) would likely assist the trial judge by providing an independent, balanced opinion on the central causation issue given divergent expert views, and (ii) admitting the report could be accommodated without causing unacceptable delay by imposing a tightly managed timetable and fixed trial dates.
