The Court held there is no power to award interest on an award of Workmen's/Employees' Compensation because such awards are not recovery of 'debt or damages' and s.21(1) of the Employees' Compensation Ordinance only imports District Court powers mutatis mutandis without expanding them to permit interest; earlier Court of Appeal decisions assuming such a power were per incuriam and not followed.
