Section 17B(1)(a) is confined to sums not in accordance with the Ordinance at the time of payment; section 17B(1)(b) allows cancellation only where there was a mistake as to the true nature (quality) of the injury, not merely its extent or degree, and therefore the accord which had been satisfied could not be set aside on the facts of this case.
