The Magistrate's sentencing approach was appropriate and justified by the quantities of heroin involved, the appellant's prior record and DATC unsuitability, the use of accepted starting points reduced for full guilty plea credit, and a proportionate application of the totality principle; therefore the sentences were not excessive and the appeals are dismissed.
