EDO s.13(1) permits allowance for the mortgage debt in question because the mortgage creates a personal debt incurred in Hong Kong in favour of a person ordinarily resident in Hong Kong (per s.13(4)); "property liable thereto" must be read in the context of s.13 as permitting deduction for such debts even if the security happens to be an exempt matrimonial home, and therefore the Commissioner’s narrower construction is rejected.
