Leave to appeal is granted only on two specific questions: (1) PBIL's question on the meaning and scope of 'permitted user of land for godown purposes' (whether a building is required); and (2) the Director's question on whether the Court of Appeal was correct that most directed factual assumptions could not as a matter of law produce differences between before and after valuations. All other leave applications were refused as they failed the test for leave.
