The court refused the applications because the applicant offered an unconvincing explanation for an inordinate delay in filing new grounds, and on the merits the new grounds lacked substance: counsel's conduct did not amount to flagrant incompetence, the psychiatric records would not have materially assisted the defence and might have contradicted the applicant, disclosure of the relevant intelligence was made in unused material, and the judge's jury directions were proper when read in context; accordingly no extension of time or leave to appeal was warranted.
