The court fixed a 4‑year starting point for conspiracy to defraud to reflect the organised multi‑participant fraud causing about HK$5.9M loss; because the defendant absconded he was excluded from the one‑third discount but given a 25% reduction (12 months) for mitigation, resulting in 36 months for the conspiracy. For failing to surrender the court fixed 4.5 months and, with a one‑third discount for admission, imposed 3 months to run consecutively, producing a total effective sentence of 39 months' imprisonment.
