The court held that, on the facts and having regard to quantity, sophistication, public safety and loss to revenue, the magistrate's starting points and resulting total sentence for the dutiable commodities offences were not manifestly excessive and the appeals against those sentences were dismissed; however the magistrate erred in imposing fines for the Fire Services summonses without proper regard to the appellants' means, so those fines were set aside and substituted with concurrent one‑month terms of imprisonment for each appellant.
