Section 30AA was validly made under the enabling provisions of the Ordinance and applied to the appellant because he was a permittee after the section's commencement; the regulation was intra vires, prospective in effect, and the restriction on keeping live poultry was a proportionate, legitimate public health measure not requiring compensation under Basic Law art.105.
