Admit the fresh ICAC statements and affirmations; in light of those statements demonstrating improper conduct by the investigating officer toward accomplice witnesses and the impact on administration of justice and fairness, the Court was not satisfied the convictions were safe or satisfactory; accordingly the convictions and sentences of Cheung Tse Pan and Liu Wai Kwong were quashed and retrials ordered.
