On the evidence and Adoption Checklist the Court concluded adoption was in the best interests of the three children, the statutory grounds under section 5(5)(a) were satisfied so the mother's consent could be dispensed with, the presumption that Mr Tsang was the father was rebutted, and the Director must provide counselling and information and obtain/monitor the child's consent, wishes and opinions in respect of any Convention adoption to comply with Article 4(d) of the 1993 Adoption Convention.
