The Court of Appeal upheld the trial judge's factual assessment that although the Mother has recurrent major depressive disorder and a real risk of suicidality, the evidence as a whole did not establish the qualitative threshold of a 'grave' risk under Article 13(b) that would expose the children to psychological harm or an intolerable situation; protective measures and available supports could mitigate risk, and the trial judge's weighing of expert opinion and facts was open to her and not plainly wrong, so the return order stands.
