The Court held that the definition of 'explosive' in section 2 of the Dangerous Goods Ordinance, which includes substances producing a pyrotechnic effect, applies to 'explosive substance' in section 55 of the Crimes Ordinance because the two enactments are in pari materia and the context and deeming provisions in Part VII support an expansive meaning; consequently pyrotechnic smoke cakes fall within section 55 and the appeal is dismissed.
