Leave was granted because the Registry closure during the General Adjournment Period constituted a good reason for the short delay, investigations were impeded by the respondent's non-cooperation, there was a prima facie case of serious conduct justifying disqualification proceedings, and no prejudice to the respondent was demonstrated; accordingly the court exercised its discretion to allow the Official Receiver to issue proceedings out of time.
