The applicant discharged the burden of showing admission was in the public interest because the appeals involve important questions on Article 24 Basic Law affecting local jurisprudence and the applicant possesses the requisite experience and standing; accordingly ad hoc admission under s.27(2) was granted.

The application was dismissed because the applicant had not satisfied the statutory seven-year continuous ordinary residence requirement at the time he made the formal application for permanent residence (30 May 2000) due to a two-week imprisonment which breaks ordinary residence; an earlier application for unconditional stay does not equate to a formal application for permanent residence; it was unnecessary to decide the constitutional challenge to the settlement requirement, and the Director's decisions were not Wednesbury unreasonable.
