The adjudicator erred in dismissing for lack of jurisdiction; the Order in Council of 27 December 1899 and the Crown's unqualified assertion of jurisdiction mean municipal courts of Hong Kong have jurisdiction over the Kowloon Walled City and treaties do not displace that jurisdiction unless incorporated into domestic law, therefore the appeal is allowed and the hearing must continue.
