There was no present and accrued liability on the part of the Government to pay the judgment debtor; an unaccepted offer under s6(1)(a) LRO does not constitute an immediately payable debt and the provisional payment under s16A LRO was competent; accordingly s23 CPO was not engaged and the attempted attachment failed.
