Leave to appeal was granted and an Appeal Aid Certificate issued because the applicant's constitutional challenge to the sentencing guidelines was reasonably arguable and required legal representation; the sentencing judge's adoption of a 9 years 6 months starting point reduced by one third to 6 years 4 months was upheld as the basis of sentence on the facts, and the judge properly rejected the entrapment mitigation on the available evidence.
