The court exercised its discretion under s.15(4) of the Legal Aid Ordinance to refuse a statutory stay because the subsequent legal aid application was a meritless delaying tactic; accordingly the summons was dismissed and the March 20, 2000 order requiring security for costs of HK$400,000 was left to take effect (security to be provided within 14 days after 15 May 2000 or the appeals will be dismissed).
