The Court held that s2 does not restrict life sentences for under‑18s to offenders who pose long‑term danger; given the extreme cruelty and prolonged torture life sentences were warranted for D1, D6 and D10; however the minimum terms fixed under s67B were manifestly excessive and must be reduced; D4's role justified substituting a determinate term; D8's extreme youth warranted reduction of his determinate sentence.
