The magistrate's committal was lawful and must stand: the Attorney General's Guidelines do not compel disclosure at extradition committal in Hong Kong, the magistrate had no power to order general disclosure of unused material, the inadmissible material did not vitiate the decision because the magistrate identified and disregarded inadmissible portions and relied on admissible affidavits (notably Castagnola's) to reach a prima facie finding; no unfairness or bad faith was established to justify quashing the committal or granting the extraordinary relief sought.
