The Court held that where a defendant deliberately creates a situation of extreme public danger by starting a fire causing multiple deaths, a 20-year concurrent sentence for manslaughter is within the appropriate range; the trial judge did not err in sentencing or give undue weight to retribution, and the applicant's emotional state and prior good character did not make the sentence unduly severe.
