Medical evidence from treating psychiatrists established that the applicant is a mentally incapacitated person within the meaning of Order 80 and the Mental Health Ordinance; the applicant failed to rebut those opinions and therefore, pursuant to Order 80 Rules 1, 2 and 3, the proceedings must be stayed until she is no longer a person under disability or is represented by an appointed next friend or guardian ad litem who acts by a solicitor.
