Because the detention centre's object of discipline and training was negated by the appellant's apparent epilepsy which prevented meaningful participation, and because the offences were serious and required deterrent sentences, the Court quashed the detention centre order and substituted concurrent prison sentences of three years on each charge, having regard to mitigation of guilty plea and clear record.
