Unlicensed possession of the large quantity and variety of weapons and ammunition scattered in a public flat posed a serious societal risk; the appropriate starting point for this case was at least five years' imprisonment; after allowing the one‑third discount for a guilty plea and a further reduction of 10 months for mitigation and review factors, the appropriate sentence was 30 months; the original 18 month sentence fell outside the reasonable range and was increased to 30 months.
