Where possession of identity cards is not shown to be connected with overstaying, unlawful employment or any other unlawful purpose and there are no aggravating features, a sentence of 12 months was manifestly excessive; a sentence of six months concurrent was appropriate on these facts and humanitarian mitigation (primary carer responsibilities and time already served) justified immediate release.
