Given the planning, seriousness, public danger from an uninsured stolen taxi fitted with false plates and the need for deterrence, a sentence of four years imprisonment imposed after trial was not manifestly excessive and was upheld.

The court held the sentencing judge did not err: organised and concerted nature of thefts justified the chosen starting points; no tariff exists for motor thefts and comparable authorities support deterrent sentences for organised vehicle theft; identical starting points for thief and handler were appropriate given similar joint roles; the applicant's antecedents were properly considered but did not warrant disturbance of the aggregate sentence, therefore leave to appeal was dismissed and the original 4‑year aggregate sentence was upheld.
