The courts' judicial power is conferred by the Basic Law; Article 158 vests interpretation power in the Standing Committee and authorizes the courts' jurisdiction to interpret the Basic Law under Articles 158(2) and 158(3); accordingly the courts cannot question the authority of the Standing Committee or the National People's Congress to interpret the Basic Law or to act in accordance with it and its procedures.
