Leave to apply for judicial review was refused because the applicant failed to establish an arguable case: the challenged letter was a conveyance of the Chief District Judge's reply, the proposed respondent was not a decision-maker, and there was no evidential foundation for allegations of fabrication, inducement, collusion or excess of power.
