Section 4(2) of Cap.152 must be given its clear and unambiguous meaning and operated to create a new Crown lease commencing 1 July 1973; therefore the plaintiff's right of action accrued on that date and the proceedings commenced 10 June 1993 fell within the 20-year period under Cap.347 s7(2); the defendants' possessory titles do not constitute rights preserved by s4(4) and cannot defeat the plaintiff's title, so the defendants have no defence to the actions.
