The Committee dismissed most applications for leave and refused leave on the majority of questions because many issues were either not live in the proceedings (phantom questions) or were matters of fact for which no important question of principle arose; leave was granted only on two narrow questions (Hysan's Question 2 as a GPI point and TPB's Question 7 concerning the NBA 'or otherwise' ground relating to a quashed 5-metre non-building area), and factual findings by the Court of Appeal about inadequate information to board members were treated as questions of fact not principle.
