The magistrate's credibility findings were sustainable on the evidence and entitled to deference; the prosecutor properly exercised discretion not to call or tender the inspectors because they would not have given evidence of the primary facts and any questioning would only have affected credibility; any error in not tendering those witnesses would not have produced a different result and therefore convictions are upheld.
