The intended interveners, as mere objects of discretionary trusts, do not demonstrate a sufficient legal or financial interest directly related to the subject matter of the s.17 MPPO application to justify joinder under Order 15 r 6(2)(b); the expectation of benefit is contingent and not a proprietary right, joinder is not required for economy of litigation, and the court retains discretion to refuse intervention; accordingly the application to intervene is dismissed and costs ordered.
