Because the appellant actively participated in an organised scheme to escort persons possessing forged travel documents for substantial payment, the conduct represented the worst type of the offence and justified a sentence higher than the ordinary 15 months; however some, limited, credit for the guilty plea was appropriate, reducing the original two year sentence to 21 months.
