In the absence of evidence linking possession of another's identity card to the offender's immigration status or intent to obtain employment or remain in Hong Kong, the appropriate sentence for possession simpliciter is substantially lower than the 15-month benchmark; accordingly the existing sentences (9 and 12 months) were excessive and should be substituted with 3 months imprisonment.
