The Magistrate lawfully applied the Court of Appeal guideline (HKSAR v Li Chong Li) adopting a 15‑month starting point for possession of another's identity card, reduced to 12 months for limited humanitarian mitigation, and correctly imposed a consecutive 3‑month sentence for a serious overstaying offence under s.41; the combined 15‑month sentence was lawful and the appeal had no merit and was dismissed.
