The Court held that, absent guideline authority and given the seriousness of possessing another's identity card and its potential for abuse, a starting point of 9 months with a one-third reduction for an early guilty plea producing a 6 month sentence was not manifestly excessive and therefore the magistrate's sentence was to be affirmed.
