Given undisputed evidence of a sexual relationship and a real possibility the respondent is the father, and applying section 13 PCO and established authorities prioritizing ascertainment of truth and the child's interest, the court ordered scientific tests. The privacy interest did not outweigh the child's and justice interests; statutory scheme provides safeguards (consent requirement and power to draw inferences on refusal) and the interference is proportionate.
