The applicant failed to prove on the balance of probabilities that the respondent is the natural father because the sole non-scientific evidence (mother's testimony and limited documents) was insufficient in the absence of the respondent, any admission or corroborative evidence, and given the statutory power and evident legislative intent in s13 to rely on scientific tests where parentage is in issue; therefore the court must dismiss the application.
