The Court upheld the judge’s welfare‑based exercise of discretion: because there was a real need to protect the child’s best interests (stability, education, settled foster family and ongoing therapy) and the mother had not provided a sufficiently detailed and credible plan for repatriation and long‑term care, it was proper to continue wardship; the judge’s factual evaluations and weightings were within permissible discretionary bounds and not plainly wrong.
