An application for the first renewal of a UK registered design is an act or proceeding governed by section 92(2) of the Registered Designs Ordinance, not by the Registered Designs Rules; Rule 73 cannot be used to extend the statutory time limit set by section 92(3)(a) because subordinate rules do not, absent clear words, empower extension of statutory time limits. Therefore the Registrar had no power under the Rules to extend time for the first renewals and the court set aside the CFI order granting the extension.
