The appeal was dismissed because reversing onto the pavement and then turning right across continuous double white lines was not within the Regulation 11(3) exception; the regulation was not intended to permit use of the pavement to effect such manoeuvres and thereby enable dangerous U-turns or similar actions, so the magistrate's conviction was upheld.
