Regulation 4(2) may legitimately require an applicant to state the purpose for vehicle particulars and that purpose is material, but the phrase ‘other traffic and transport related matters’ is a broad catchall that can include bona fide journalistic investigation of a vehicle’s use; accordingly the appellant’s selection was not objectively false and, alternatively, the prosecution failed to prove beyond reasonable doubt that she knowingly made a false statement, so convictions must be quashed.
