Because driving without Third Party insurance is a particularly serious offence capable of causing grave harm and because no special mitigating circumstances were shown, the court held the original $20 fine for that offence was manifestly inadequate and substituted a $200 fine while otherwise affirming the penalties including a 12‑month disqualification.
