Given persistent open trade in pirated compact discs, the legislative increase in maximum penalties, the ineffectiveness of fines, and the need to deter employees who enable the trade, magistrates were justified in imposing deterrent custodial (detention centre) sentences on the appellants; therefore the appeals against sentence were dismissed.
