Regulations 9(11) and 9(12) were within the powers conferred by section 45 of the Police Force Ordinance and not ultra vires; the Court was bound by existing authority and not persuaded to read s45 as excluding such regulations; moreover, even if the legal representation issue were arguable, the applicant's conviction was inevitable on the uncontested facts (substantial reckless stock trading leading to bankruptcy and impairment of operational efficiency) so the appeal was dismissed.
