Because the inculpatory admissions were excluded as involuntary and therefore could not be used to show the appellant strengthened the prosecution's case, and because the appellant was not obliged to disclose details of his CAPO complaint, the magistrate was wrong to refuse costs; the appeal is allowed and the respondent must pay costs.
